Madame Delia is the proprietor of the Drowned Waif (Punchhouse) in Dreadmere.
This two-story clapboard structure features a placard hanging above the door depicting a pair of burly arms holding a small child upside down with its head inside an overflowing bucket.
Madame Delia is an enormous 25-stone woman with a fondness for absurdly elegant gowns and hagshair smoked from a long ivory pipe.
