Rokugan Clans in Taltos one faction or many?

Hexxenhammer's homebrew list got me motivated to finally start knocking out data cards for the models from Legend of the Five Rings, and I was thinking about doing it as a collaborative project. The main question is whether to do a list for each of the Great Clans, or just to have an Imperial faction drawing units from each of the Clans.
Either way, I figured we would go from a list of the miniatures that were produced for Clan War, which theoretically Reaper has the molds for. And who knows, if enough people are interested, maybe we could get them to release more of the figs than one per set! (they originally were sculpted in sets of four poses for troopers)

I agree with Jim.
I actually tried out the Scorpion list today. Bayushi House Guard are -nasty-.
I didn't get to make much use of them, though, because my opponent had cheesed out rather seriously. Imagine this: MAV 5, MOV 8, DV 7, Rogue and Bloodlust/4. Extraordinarily annoying.

Oh, and here's some proposed Faction Abilities for the Clan Scorpion list:
1) Beheading: On any melee attack where the attack roll exceeds the target's defense value by 2 or more, or a natural 10 is rolled, a target which is Stunned by the attack is automatically Coup-de-Grace'd.
2) Scuttle and Sting: All Scorpion-affiliated units gain +2 to their Discipline rolls to enter or leave contact with enemy models.
The other Rokugan list that's been posted is the Crab, which fights on a much more 'stand and kill them all' attitude than the Scorpion's quick and slashing attacks. They would have the following:
1b) Beheading: Any model Stunned by a melee attack is automatically Coup-de-Grace'd.
2b) Stand and Deliver: Crab models receive +2 to their Discipline rolls to enter contact with enemy models. They may never leave contact with an enemy model.

I wonder who owns the Clan War rules and if it's WoTC, how much claim would they have over any rules for L5R minis.
Scorps samurai would have first strike as their technique is called "Strike First, strike least" and the Hida school allows for an earth test to negate damage.

*nod* Crab would have a higher DV and Toughness, I think.
As far as I know, AEG still owns Rokugan itself, but WotC owns the rules mechanics.

If you're talking about the D20 version of rules, then I think WotC probably licensed the use of Rokugan because it's mentioned numerous times in the Oriental Adventures book. However, the actual Rokugan book for Oriental Adventures was put out by AEG...
My only problem with adding Rokugan to Taltos is that so much of the flavor of the world is lost on the other races... When I first thought about having a Iajutsu Duel in the game I was really excited, but then I realized that my Reven would never have an interest in standing toe to toe with an enemy with their sword sheathed.
I think you could add an Asian styled force easily enough, but I think that a lot of flavor outside of appearance would be lost. I do however have 30-40 Clan Wars guys I picked up on clearance... Might have to do something like that none the less!

Wouldn't it be easier, and less confusing to just have this be Bane, which is an existing special ability. I like the first version of beheading however. Thinking it just might be easier if there is not a special ability of the same name with 2 different definitions based on the army it is in.
