Anyone recall title of monster book illustrated in green and black?

It's from the late 1960s or early 1970s. My searches for "How to make a monster" didn't yield much but I was so certain that that was the title.
It looks sort of glow in the dark.

Thanks for that memory, I recall having this book 42 years ago!
Me too. Norman Bridwell had a kind of quietly amusing subversive humor (which I'm not entirely sure has been carried through into the modern Clifford the Big Red Dog stuff).
