Violet liner basecoat, then up through the Marine Teal triad, Marigold yellow and Spring green on the face and fins, then white and brown ink on the teeth and claws, then two white dots over whatever the drybrush left on the eyes.

Did you prime white or black?

I figured. I prime black and when you said the basecoat was violet liner I was like "But but but how?" Then I realized you probably primed white.

I have these guys sitting on my Queue Shelf, just waiting for inspiration to hit. I am definitely copying your paintjob, these guys just look awesome.

With the methods used, a color-black on black primer shouldn't matter too much. Yours will be darker than mine, that's all.
