I have heard that Vallejo Model color should not be used to paint miniatures that are going to be used as game pieces as it is for models that are going to be displayed and not handheld. Is there any truth to this?

No. But any miniature you plan on touching should be sealed with varnish as the oil on your skin will cause the paint to come off eventually.

I've heard, and experienced, that Vallejo does not have much binder, therefore it rubs off with minimal handling. MonkeySloth's recommendation should take care of any rub off issues.
That is, here's recommendation #2 for sealing the miniatures well. It'll eliminate the chance of oils reacting with the paint AND provide a durable coating that ensures hours of gaming fun spent without a care in the world about the paint getting knocked off
