I'm pretty sure mega minis are true 25. I've bought a bunch of their stuff and it is significantly smaller and slimmer than GW and much of reaper.
The Julie Guthrie stuff on the Mega Minis site is pretty small, and great old sculpts as well! Lots of player characters available, lots of elves, dwarves and hobbits!
